Latvian authorities investigate possible vote-buying in Zemgale

On Friday, 4 June, Latvian State Police commenced a criminal process over possible vote-buying in Zemgale region.

The criminal process was handed to the State Security Service, which will handle the investigation.

A general inspection has commenced over another possible violation committed in Zemgale.

Authorities have also commenced an administrative process in Latgale region involving promotional materials.

VDD urges residents to report cases when they are offered money in exchange for voting a specific way.

VDD also urges residents to report any information about intentionally incorrect vote-counting in favour of some specific party or candidate.

Residents can contact VDD by phone (67 208 964) or by e-mail (dd@vdd.gov.lv).

VDD guarantees confidentiality.

State and municipal police continue monitoring the situation during the election period. Residents who spot any prohibited activities (promotion of parties or candidates, political promotion posters still up on Election Day, distribution of pamphlets etc.) are asked to contact State Police or municipal police.

Residents are also urged to report any other violations committed within or near election sites.

If residents suspect hidden political promotion or misuse of administrative resources, they are asked to report to KNAB by phone (8000 2070) or using Ziņo KNAB mobile app.

This year’s municipal elections in Latvia were scheduled for Saturday, 5 June. Residents are able to cast their votes between 07:00 and 20:00. For these elections, residents have to elect 664 deputies in 40 municipalities – six cities and 34 newly-formed counties.

Riga will skip municipal elections this year because the city council there was re-composed in snap elections last year. Rezekne and Varakļāni will also skip elections. The reason is because elections there were halted following the ruling of the Constitutional Court. Elections there will take place 11 September instead.

To reduce the risks of Covid-19 infection, voters are required to follow epidemiological safety measures – maintain 2 m distance from each other, disinfect hands, and wear protective masks. Residents are also urged to bring their own pens if possible. If necessary, residents will be provided with single-use protective masks at election sites. When presenting personal ID to workers of election sites, voters have to show their face.
